An EA is an expert advisor - one that automatically takes trades for you based on a specific set of indicators.
If by EA expert you mean a Mt4 programmer who can draw up your program for you, your best bet is to head on over to Mt4 forums. You can ask people there on how to program your desired signals. You can also learn by yourself by reading the manual.

i too am a newbie but i keep on researching things
EA is an automated trading system which can be built or rather programmed im MQL and set it in metatrader
recommending a good EA expert is rather difficult
the best reccomended thing is to create ur trading techniques and systems and then go for creating an ea by urself of ne of the free lancer available.
there are many programmers out there to help and you might get some at babypips.
