I want to create an expert advisor. What do I need to learn and what is the fastest way to do it? Please advise study resources.

To create Expert Advisor (EA) for MetaTrader you need to learn MetaQuotes Language (MQL). MetaTrader4 uses MQL4 and MetaTrader5 uses MQL5. You can find documentation, tutorial, articles and finished code on official sites.
Also you can create EA with Expert Advisor Builders, like StrategyTune. Program like this will generate MQL code for you.
