What is the BIS? And what is its importance?

The BIS is the Bank of International Settlement. They are the international organization that is in charge of monitoring the central bank activities. They try to enforce cooperation between central banks in order to create efficient markets.
They have two main goals: to regulate capital adequacy and to enforce transparent reserve requirements.
