If a market forecast says 5% or 6.3m what does that means?
I mean, if market forecaster says: Personal Consumption Expenditure Deflator is 5%. what is the meaning?

It really depends on the report being talked about. The consumer price index or CPI, for instance, reports the PERCENTAGE change in the price of goods and services consumers usually purchase in a certain time period. The trade balance, on the other hand, prints positive/negative amounts to show whether goods and services exported were greater than or less than imports for a specific period. Again, it really depends on the report you are referring to.

A 5% reading could mean an increase of 5% over the previous period during which the indicator was measured. For instance, the PCE report is usually measured every month so 5% forecast would mean a 5% monthly increase. It could also be reported on a year-over-year basis, wherein a 5% consensus means a 5% annual increase. A forecast of 6.3m means 6.3 million in the local currency (unless otherwise mentioned) of the country releasing the report. For example, a 6.3m Australian trade balance consensus means that the trade surplus is estimated to be at 6.3 million AUD for the period.
