Depends on what time frame you are using. If you are using an 1-hour chart, a new candle appears every hour. If you are asking about a daily candle, it depends on the settings of your chart program. On my settings, a new candle appears at the start of Asian session, which signals the start of a new trading day.

Try to ask your broker because it often depends on them. However, it usually appears at midnight GMT.

The appearance of a newly born candle depends on the time frame that you use in your charts. If you are using a one-hour chart, then a new candle will show every one hour interval (i.e 12:00, 1:00, 2:00, and so on).
